MN Resuscitation Consortium
The MN Resuscitation Consortium is a collaborative effort at the University of Minnesota to improve cardiac arrest survival rates in Minnesota. This is accomplished through partnerships with community groups, EMS and hospital systems, and education programs. These key organizations collect data, impact policy decisions and collaborate on research to ensure that innovative and comprehensive care is delivered to citizens.
This program began with funding though Medtronic Philanthropy as part of the HeartRescue project. The vision of HeartRescue is for every American who suffers from sudden cardiac arrest (SCA) to receive life saving, state-of-the-art care at the scene, en route and in the hospital.
More than 90 percent of Americans (295,000 Americans) who have sudden cardiac arrest (SCA) die within minutes. Over the past 30 years, the average national survival rate of 8 percent has not increased. Depending on where you live, however, your survival rate could vary by more than 500 percent. The University of Minnesota was chosen to participate in the HeartRescue Project because of their dedication to the development, evaluation, and advancement of novel life-saving technologies for the treatment of acute cardiovascular collapse. The HeartRescue Project is an unprecedented, collaborative effort to increase sudden cardiac arrest (SCA) survival rates in the United States, improving how SCA is recognized, treated, and measured.
The MN Resuscitation Consortium, originally funded as part of the HeartRescue Project, is focused on improving SCA community response systems by coordinating education, training, and the application of high-tech treatments among the general public, first responders, emergency medical services (EMS) and hospitals. The HeartRescue project continues through National and International partners who have committed to focusing on measurement, education, and a systems based approach to improving outcomes from SCA.

Sudden Cardiac Arrest (SCA) is an electrical malfunction of the heart that is immediate, and unexpected. This loss of heart function disrupts its pumping, stopping blood flow to the rest of your body.
SCA is NOT a heart attack, which is when a blockage limits blood flow to a portion of the heart. A heart attack can however trigger an electrical malfunction that leads to sudden cardiac arrest.
If not treated immediately, SCA can cause sudden cardiac death. Beginning cardiopulmonary resuscitation (CPR) or chest compressions can improve the chances of survival until emergency personnel arrive.
- Partnering with existing groups and programs, the MRC supports awareness and training for Cardiopulmonary Resuscitation (CPR) and Automatic External Defibrillators (AEDs)
- The Minnesota Survivors Network and American Heart Association (AHA) training groups will assist in leading this effort to train 10% of Minnesota residents
- Emphasis on training in schools, workplaces and special events
- Broadly and strategically placing AEDs, with program partnerships to assist in rapid location and deployment
This Program is coordinated and supported by the Minnesota Department of Health and AMerican Heart Association-Minnesota. The MRC works with EMS medical directors and EMA education sites to develop and implement:
- Standardized guidelines for 911 dispatch assisted bystander CPR.
- Improved quality of prehospital CPR with an evidence-based approach to quality CPR and standardized practice throughout the state
- Develop statewide protocols for cardiac arrest management and transport
The MRC, with a team of experts from Minnesota hospitals, work together to develop best practices that will:
- Increase the percentage of SCA patients who receive hypothermia treatment in a level 1 resuscitation center, with a 24/7 team of specialized critical care decision-makers
- Increase the percentage of SCA victims who receive rapid angioplasty
- Increase the percentage of SCA survivors who receive implanted defibrillators
